Idaho counties, via the county commissioners, have the authority to zone and regulate all county land status on behalf of, and for the benefit of county residents. The Coeur d'Alene Indian Reservation boundary was settled by U.S. government Executive Order in 1885. The Coeur d'Alene Tribal Council has the responsibility and authority to regulate land status on tribal trust land within the reservation. This same authority should be extended to all land within the reservation. Changing the private land zoning within the reservation from Rural to Agricultural is clearly in the best interest of the Tribe to protect the agricultural and timber production land base.
